To me, a purposeful presence online means that you use best practices of SEO, with conscious content and sharing across SOCIAL MEDIA.  Also, it helps to understand what social platforms are there for.

Everyone wants to be ‘liked’. That’s ok, but engagement is better. It delivers your message to others so they can access your product, services and information. So for those who cleverly tweet, or write blogs on their Facebook pages, there is more to it. A content strategy, when applied consciously is a better recipe for purposeful presence online.
